Dubai First-Time Buyer Programme Boosts Homeownership Demand Across the UAE

Dubai’s real estate market continues to evolve as the Dubai Land Department’s First-Time Home Buyer Programme gains momentum. Designed to make property ownership more accessible, the initiative is helping thousands of residents take their first step onto the property ladder while encouraging a more sustainable, end-user-driven housing market.

Since its launch in 2025, the programme has enabled more than 3,200 residents to purchase their first homes, generating over AED 5 billion in residential property transactions. The initiative is open to UAE residents aged 18 and above who do not currently own a freehold residential property in Dubai. Participants can benefit from priority access to new launches, preferential pricing, flexible payment plans, and attractive financing solutions offered through participating banks and developers.

The programme has attracted strong support from leading developers, with 22 developers now participating. This expanded network provides first-time buyers with a wider selection of properties across different communities, budgets, and property types. Industry experts believe the initiative is creating a more realistic pathway to homeownership, particularly for young professionals and families looking to establish long-term roots in Dubai.

Developers have highlighted that affordability extends beyond property prices alone. Reduced upfront costs, flexible payment structures, and easier access to financing are helping buyers overcome some of the biggest barriers to entering the market. By bringing developers, banks, and government entities together under one platform, the programme simplifies the home-buying journey and improves transparency for first-time purchasers.

As Dubai’s population continues to grow and demand for residential properties remains strong, the First-Time Home Buyer Programme is expected to play a key role in driving future homeownership. The initiative supports the emirate’s vision of creating a mature property market where more residents choose ownership over renting, strengthening long-term market stability and investor confidence.
